Charter School, Private School Satellite Program (PSP)
or Private School Affidavit (PSA) Options

New to Homeschooling? Welcome!

We’re so glad you’re here! Homeschooling can feel overwhelming at first, but the most important step is making sure you’re set up legally in your state or country.

What HSC Offers

HSC isn’t a school and doesn’t file student records. Instead, we offer supportive, high-quality in-person and live-online classes designed to enrich your homeschool journey.

To join HSC classes, students must be enrolled in a legal homeschooling option based on local requirements.

Legal Homeschooling Options (California)

  • Charter School – Publicly funded, often with support funds and credentialed teachers

  • Private School Satellite Program (PSP) – A private school files for you; you manage curriculum. HSC recommends Keystone Academy.

  • Private School Affidavit (PSA) – You file directly and maintain all records

Outside California or the U.S.?

Laws vary by state and country.
Check with your local Department of Education or visit HSLDA.org for guidance.

Families worldwide are welcome to join our Live-Online classes from anywhere!

What is a Private School Satellite Program (PSP)?

A Private School Satellite Program (PSP) is a private school that files the Private School Affidavit (PSA) with the state of California on behalf of homeschool families.

PSPs allow families to:

  • Choose their own curriculum and teaching methods
  • Maintain educational independence
  • Receive academic support and record-keeping services

Keystone Academy is one Private School Satellite Program (PSP) option available to families not enrolled in a charter school. While HSC recommends Keystone based on their integrity and long-standing reputation, families are welcome to explore and choose any PSP that best fits their needs.

What is a Private School Affidavit (PSA) and the HSLDA?

Some families choose to homeschool independently by filing their own Private School Affidavit (PSA) directly with the California Department of Education. This option designates your home as a private school.

By filing your own PSA, you:

  • Take full responsibility for maintaining your child’s academic records

  • Choose and implement your own curriculum

  • Operate as your child’s school administrator and teacher

This option provides the highest level of independence and flexibility, but also requires you to manage all legal and educational documentation on your own.

Learn more about filing your own Private School Affidavit through The Homeschool Legal Defense Association:

The Homeschool Legal Defense Association (“HSLDA”) is a great resource for homeschooling families. HSLDA passionately advocates for the freedom to homeschool and offers support for every stage of your homeschool journey. With 80,000 member families, Home School Legal Defense Association is the nation’s largest, most trusted homeschool advocacy organization. They’re here to advance and protect our freedom to homeschool. HSLDA’S: “Homeschooling by State Laws“.

What is the Charter School Option?

The charter school option allows families to homeschool their children with public funding and oversight from a publicly funded charter school. Students remain enrolled in the public school system and are assigned a credentialed teacher who monitors progress, approves curriculum, and manages academic records.

Many of our instructors are approved vendors with a variety of charter schools across California, allowing families to use their charter funds for HSC classes.

Note: Vendor approval varies by instructor and charter school, so it is the family’s responsibility to confirm approval with their specific charter before enrolling.

If you’re enrolled in a charter:

  • You can use educational funds to pay the instructors for their classes at HSC
  • Your charter handles recordkeeping and oversight
  • You remain enrolled in the public school system
  • You confirm instructor vendor approval with your specific charter before enrolling, or contact us and we’ll help you get started.

Below is a list of charter schools with which many of our instructors have been approved vendors in the past. Check the Instructor Charter Affiliation on the “Class Details” section of our Class Schedule page for most current information.

(Vendor status may change; please verify with your charter)

Enroll Through Keystone Academy (PSP)

If you’re not enrolled in a charter school, you can choose to enroll through Keystone Academy, a PSP that provides:

  • Legal coverage through PSA filing
  • Maintenance of academic records
  • Access to HSC’s classes and events

Keystone Academy supports homeschool families with nearly 40 years of experience and a faith-based educational foundation.
